The UK Government has issued new Statutory Guidance to support the implementation of The Terrorism (Protection of Premises) Act 2025, also known as Martyn’s Law.
The guidance provides clarity for businesses impacted by Martyn’s Law and covers areas such as:
- Evacuation
- Invacuation
- Lockdown
- Communication
- Training and awareness
- Review
Larger premises and events, where 800 or more people may be present, will be required to take additional steps to reduce their vulnerability to acts of terrorism – such as having CCTV, bag search policies, or vehicle checks where appropriate. The new guidance explores these areas in detail.
The Statutory Guidance:
- Provides background information and the context behind the development of the legislation.
- Introduces and clarifies key terms related to the legislation and the wider protective security landscape, using a glossary of terms.
- Provides information to determine whether premises fall in scope of the Act’s requirements as qualifying premises.
- Provides information to determine whether events fall in scope of the Act’s requirements as qualifying events.
- Supports organizations and individuals to understand who is responsible for premises and events in scope of the Act, and their roles and responsibilities.
- Sets out the requirements of the Act under the standard duty, also known as the standard tier.
- Sets out the requirements of the Act under the enhanced duty, also known as the enhanced tier.
- Provides details on the role of the SIA as the regulator and how it will discharge its functions.
Martyn’s Law is currently expected to come into force during Spring 2027.
