The BCI has released its annual 2025 Horizon Scan Report, a long-running series examining emerging risks and practitioner concerns across the global resilience profession.
The 2025 edition, sponsored by Conducttr, highlights the key risks organizations expect to face over the next 5–10 years. The leading concerns are:
- Cyber security (63.6%)
- Climate risk (40.7%)
- The role of AI (30.5%)
- Geopolitical changes (28.8%)
- Supply chain issues (26.3%)
- Technology/telecoms failure (24.6%)
- Third-party failure (22.9%)
- Meeting the demands of new regulation (18.6%)
- War/conflict (16.9%)
- Talent/manpower concerns (16.3%)
- Reputational risk (12.7%)
For current risks, the report uses a frequency-impact index. Under this methodology, high-frequency, low-impact incidents – such as routine health and safety or wellbeing-related cases – rank strongly. As a result, ‘Safety incidents’ appear at the top of the current-risk index, followed by:
- Cyberattacks
- Security incidents
- Fraud/attempted fraud
- IT and telecom outages
